A simulation-based welfare loss calculation for labor taxes with piecewise-linear budgets

چکیده

Graduated income tax rates and transfer programs create piecewise-linear budget constraints that consist of budget segments and kink points. With any change in these tax rules, each individual may switch between a kink point and a budget segment, between two budget segments, or between two kink points. With errors in the estimated labor supply equation, the new choice is uncertain, and so the welfare effects of a tax change are uncertain. We propose a simulation-based method to compute expected welfare effects that is easy to implement and that fully accounts for uncertainties about choices around kink points. Our method also provides information about expected changes in working hours. D 2003 Elsevier B.V. All rights reserved.

Labor Supply and Income Effects of the Earned Income Tax Credit and Welfare Programs

This paper examines the effect of the Earned Income Tax Credit (EITC) and welfare programs on the labor supply and income of single mothers. We characterize the nonlinear budget constraint under these programs using a piecewise linear approximation and estimate nonparametrically a structural labor supply function. Employing a flexible functional form, we show that the EITC effect on hours of wo...

The Double Dividend Hypothesis for Iran Economy: Modeling Carbon Taxes with a CGE Model

The Double dividend hypothesis briefly demonstrates that by replacing different kinds of distortionary taxes with environmental ones, not only the lesser pollutants would be emitted (the first merit), but the more productivity and public welfare would be gained (the second one). Given the urgent need of reducing emissions in Iran, levying taxes on carbon, aimed at reducing carbon dioxide by 12 ...

Revenue Recycling and the Welfare Effects of Road Pricing

This paper explores the interactions between taxes on work-related traffic congestion and pre-existing distortionary taxes in the labor market. A congestion tax raises the overall costs of commuting to work and discourages labor force participation at the margin, when revenues are returned in lump-sum transfers. We find that the resulting efficiency loss in the labor market can be larger than t...

Flexible Retirement and Optimal Taxation

This paper studies optimal income taxes and retirement benefits in a life-cycle model with an intensive margin of labor supply and an endogenous retirement age. The government insures and redistributes resources across individuals who privately observe persistent shocks to their productivity. In this environment, the optimal labor tax is hump-shaped in age, unlike in existing models with no end...
